What Texas Homeowners Should Know About the Proposed Roof Fortification Program

Texas Is Considering Up to $10,000 for Stronger Roofs. Here’s What Homeowners Need to Know.

If you own a home in Texas, you have probably noticed that homeowners insurance is getting more expensive.

One reason is the growing cost of damage from severe weather, especially wind and hail.

Now, Texas is considering a program that could help homeowners strengthen their roofs while potentially lowering insurance costs.

What is the proposed program?

In July, Gov. Greg Abbott proposed a $400 million Texas Roof Fortification Program that would provide eligible homeowners with up to $10,000 toward a roof designed to better withstand wind and hail.

The proposal is based on the FORTIFIED roofing standards developed by the Insurance Institute for Business & Home Safety.

The program is still a proposal and would need approval from the Texas Legislature before homeowners could receive funding. Lawmakers will consider the proposal when the legislative session begins in January 2027.

Why does this matter?

A stronger roof can help reduce the chance of damage during severe weather.

And that matters more than just your roof.

A damaged roof can lead to water damage inside your home, expensive repairs, and an insurance claim. Texas is also looking at ways to recognize stronger, more storm-resistant roofs when determining insurance rates. On August 24, Abbott directed the Texas Department of Insurance to require insurers to consider a home’s FORTIFIED roof status when setting rates.

That does not mean every homeowner will automatically receive an insurance discount. Insurance companies and policies can differ, so homeowners should talk with their insurance provider about how a FORTIFIED roof could affect their coverage and rates.

What should homeowners do now?

If you’re already thinking about replacing your roof, the proposed Texas Roof Fortification Program is worth keeping in mind. While the program is still being considered, it could make stronger, more storm-resistant roofing an even more important consideration for Texas homeowners.

A roof replacement is a major investment, and the materials and installation methods you choose can affect how well your home stands up to wind and hail. If the program moves forward, homeowners who choose to fortify their roofs could also have an opportunity to benefit from the proposed funding.
